Mix the mango and apple juice in a large pyrex measuring cup.
Place the dragon fruit powder in a small bowl and add a couple of tablespoons of the juice mixture to the powder. Mix until dragon fruit powder is dissolved and smooth.
Add the dragon fruit mixture and the frozen dragon fruit to the juice. Stir thoroughly. Add agave syrup and coconut milk to the popsicle mixture and stir.
Pour mixture into popsicle molds and top with lid. Place wooden popsicle sticks into the slots on the cover.
