Cookie
In a medium-size (8oz) microwave-safe mug, mix the flour, sugar, baking powder, and salt.
Melt butter in a pyrex measuring cup.
Stir in the melted butter, milk, and vanilla extract until well combined.
Microwave the mug on high for 40 to 60 seconds, or until the cookie is firm but not hard.
Frosting
Whisk together room-temperature butter and cream cheese. Add milk and vanilla extract and mix thoroughly.
Add the powdered sugar and whisk together until light and fluffy.
