Instructions
Preheat oven to 325°F. Grease a baking pan and set aside. You can line the baking pan with parchment paper if you prefer.
In a small saucepan, combine the sugar, butter, and water. Bring to a boil, then remove from heat. Stir in the chocolate chips and the vanilla extract until the chocolate is fully melted and smooth.
